After serving as City Manager of Kajaani for more than 16 years, Jari Tolonen stepped down from his position at the end of 2025. Tolonen, who began his term as City Manager in 2009, stated that the time was right to hand over the city to a new leader, as Kajaani’s future prospects are strong.

The City of Kajaani commissioned an official portrait of Jari Tolonen from painter Sampo Kaikkonen to continue the series of portraits of former city managers. The artwork was completed during spring 2026, beginning with a sitting in Kajaani City Council Chamber and continuing with the final stages at Atelier Gallery Kaikkonen in Ylikiiminki, Oulu.

The portrait will be officially unveiled in Kajaani City Council Chamber on 30 June 2026.
